LONDON -- The Rwandan Army failed to halt the massacre of more than 300 Tutsi refugees earlier this month in a case showing ``a resurgence of genocide'' in the country, the Clinton administration said Thursday.

``They appear determined to kill untold numbers of ethnic Tutsis,'' said State Department spokesman James Rubin, accusing Hutu insurgents.
